It estimates how many kilowatt-hours must be added to reach the target charge level, then divides that by effective charger power after the charging-efficiency assumption is applied.
Most EVs do not charge at one constant rate. Charge speed often slows near the top of the battery, and temperature or charger sharing can also change the result.
The efficiency factor reduces the charger power slightly to account for charging losses, which makes the estimate more conservative.
